Pro Hex color validator

Summary

Pro hex color validator requires a hash symbol but it does not require a hash symbol to generate the color.

Steps to reproduce

  1. /pro/{user}/settings/theme
  2. enter a hex color value without a hash
  3. color will appear but be invalid for form submission

What is the current bug behavior?

color displays when hash symbol is missing but form cannot be submitted.

What is the expected correct behavior?

color display and valid form input should be consistent.
