(bug): User entities are still saved even if population stage failed.

Following on from ~"Type::Incident" minds#746 (closed) , some users have experienced loss of avatars and descriptions from the channel pages.

It appears as though entities are able to be saved even if they were not fully populated.

    Backup bucket lifecycle expiry has been disabled in case we need access to it. If users have posts then we can quickly restore from their denormalised ownerObj fields.
