• implement metrics scroller - when metrics container is overflowing, show relevant faders on the side(s) and on desktop-size screens, show buttons that scroll to the next set of available metrics

Metrics tooltips aren't working for items that you have to scroll to see. Not a problem right now because we only have 2 metrics at a time, but will need to be fixed before add'l metrics are added. See #2177
