    & lastly I doubt conspiracies with HTS who probably figured out who flew in quickly but didn't go to fight or kill Americans because it's just simply not worth it, for obvious reasons. They just have more sources/resources from everywhere & get inside.

    Strained as well as restricted military & security forces (in general rebel groups as well). Even implementation of ID cards isn't practical(without force), some societal pressures, baghdadi could probably veil himself & walk from Khan Sheikhoun to Bab hawa without questions...

    People assume its like active ISIS cells but they're different things, where these expose themselves & constantly make mistakes to find leads on. 4mil people, half IDPs, relative ease in taking cover under another group(ISIS members even assassinated HTS fighters within HTS b4)..

    There's a number of things about Idlib that would make baghldadi try his luck here more than elsewhere. It's just an area where something or someone out of place is more normal than elsewhere, & factors to aid a single individual in hiding.
