科研は「国内の研究機関に所属」必須。予算のない協力者しかできない。他の公的助成も全て国内機関所属者のみ。海外だって日本研究に予算なんてないから研究を変えるしかない。海外に出たら日本に頼るな関わるなって意味。クールジャパンは天下り先確保の予算でしかないんでしょう。
