That was kind of the plan before Lincoln was assassinated. At least give the former slaves acreage to farm. Then Johnson came in and reversed course, was hated by his own party, had everything vetoed by his own party and was impeached by his own party.

Can't recommend enough the memoirs of US Grant if you aren't familiar. Twain had the highest praise for his writing style and it is remarkable.
