After try with the same logic changes to fix the issue I realized that it happens on the frontend too. It seems to be a backend issue

I could pretty easily do an array_unique kind of thing in the same vein as !366

But this is probably going to need investigating to find the root cause.

Martin reports that this used to occur on mobile where pagination loads more users. This is no longer the case for me, Rami or Martin, so suspect its resolved.
