Glanced at your spoiler. That's actually pretty encouraging. I didn't play Shadowfull, but it's really heartening if they end up taking it in the direction of letting you play as the Helghast. That isn't just me saying that as a /pol/ack, but they've made such a bad job at making the ISA sympathetic that the Halghan are as close to as "objectively better" as I feel comfortable labeling something that subjective.
The ISA soldiers and commanders we see exhibit the personality of cardboard cutouts and what little we see them claiming to believe in never feels like something meaningful. With the Helghast, you feel their passion, their pride, their beliefs in every spoken word of their leaders. They fight for something, they believe in something, when I see them I see soldiers with conviction and courage fighting a foe that does absolutely nothing to redeem itself and Visari and others just rip them apart at every turn. It's the polar opposite to something like New Vegas felt like where, say, both the Legion and the NCR are presented with colorful personalities, defined clashing beliefs, aesthetic differences and so on. It's why you can see people loving just about every faction in that game whereas just about everyone seems to like the Helghast more than the ISA.
Guerrilla makes decent games and incredibly compelling characters such as Visari and Stahl in a very interesting universe and it'd be a thrill to fight under their banner for their cause.

Hours was special. The Emperor gave him a tremendous amount of power because he was too busy to lead the Crusade himself (what with trying to break into the Webway).
This in turn lead to a great concentration of power into his hands.
In 40k no single individual holds that much power. Outside the Black Templars there are no Astrates legions left, only chapters, there is no Emperor stand-in, only the High Lords of Terra.
Even if Chaos wanted to stir shit up the Imperium is far too fractured for something like that to ever be effective again.

Problem is that the ISA is boring as fuck, and while the backstory supports the "shades of grey" for the most part this is never explored in the game (until Shadowfall).
Hell, fucking Killzone 3 had a spic decimate a whole fucking planet because he was just that much of a stupid motherfucker and nobody shot his stupid ass.
It surprises me that Guerrilla can be this stupid and not include a Helghast campaign at all in the previous games. Halo did it by giving you missions as the Arbiter and letting you see the action from the Covenant's perspective.
Instead they ignore the single most interesting aspect of the gameplay (justified space Nazis) in favor of forcing you to play as the boring "brown and grey" generic sci-fi military.
