Users do not receive notifications for replies to their replies.

Steps to reproduce

1. Comment on a post on your primary account with your secondary account.
2. Reply to that comment with your primary account.
3. Reply to that reply with your secondary account.

Notifications are received for step one and step two but not step three.

added Priority::1 - High Product::Comments Type::Bug scoped labels
