    トルコ制裁、CISADAのような二次制裁を含むことになっているが、本当に履行可能なのか疑問。EUとの関税同盟もあるし、ロシアとのつながりもある。イラン制裁があってもトルコはイランから石油やガスを輸入していたし、アメリカの二次制裁がどこまで影響を発揮するかは送る側の問題にもなりそう。

    The combination of Section 1(a)(i)(D)'s broad econ threat and Section 3's CISADA-like secondary sanctions are potentially lethal to Turkey. I predict a pretty sharp, broad market reaction starting in like 10 minutes as compliance folks around the world start to clue in to this.

    I think two things are true: 1) it is absolutely the case that the sanctions announced -- thus far -- will do very little to change Erdogan's calculations; and, 2) it is also the case that if fully implemented the sanctions outlined in the EO can actually decimate Turkey's econ.

    .’s newly-announced sanctions against Turkey fall very short of reversing the humanitarian disaster brought about by his own erratic decision-making.

    実力が伴った上で、最後に発揮されるのが精神力。それは今後も大切だし、今のラグビー日本代表に気迫・闘志が漲ってるのも事実でしょう。 でも注目するべきはそこじゃないから。 彼らがどれほどトレーニング・試合中に思考して分析して自分たちと向き合ってきたかが大切でしょ。精神論で片付けるな。

    日本ラグビーが強くなったのは、こういう「気持ちで負けなければ」みたいな精神論が先にありきの発想ではなくトレーニングと戦術を見直したからであって気迫とか闘志とかの低次元の話にして欲しくないですね。奇跡ではなくて実力。

    利益が絡む外交交渉とはだいたいこんなもの。国連でも一番議論が長引くのは予算・行財政を扱う第五委員会。WTOのラウンドや貿易交渉が長引くのも自然なこと。各国の国益に直結する議論なので合意は簡単ではないが、それでも利益をめぐる問題なのでお互いに利益になる着地点を計算することができる。

    EUの農業漁業理事会、夜中までバルト海におけるクォータの議論をやっている。EUではよくある光景だが、翌朝にはBrexitをめぐる一般理事会が待っている。本当にご苦労様。

    トルコ制裁を主導したのはペンス副大統領とムニューシン財務長官のようだ。さすがに今回のトランプの暴走は支持者からの批判も強く、何とかしなければならないというモードになっているみたい。ペンスがここまで外交政策に関与するのも珍しい。
