Unless the French authorities gave him the handcuffs, he came out, and they shot him anyway for the deaths he caused before.
Or he put them on himself as some sort of message, showing "LOOK I WAS COMPLETELY UNARMED AND THEY SHOT ME - FUCK THE PO-LICE RIGHT?"
