Register a new channel, onboarding wizard will be in third step, hit previous.

What is the current bug behavior?
- Starts in third step of four
- Third step does not have close button x
- Next button on first step skips to third step
What is the expected correct behavior?
- Onboarding wizard should start on step one
- Step One next button should not skip to step three
- Step three should have a close button like other steps
- Step three modal should be approx the same vertical size as other steps
