Change channel mode modal with confirmation and debounce error
When editing a channel mode, we need to prevent a user from flooding the system with change mode events, since we need to reindex their entire channel when they change from open/moderated to closed. A new modal should explain the differences between the channel modes and handle the error from the api if they get rate limited
