    What. The. Hell. About 10K residents of al-Hol fled ISIS areas years ago. 65% of al-Hol camp residents are under 12. I visited the camp, unlike Kagan, and was struck by the number of babies & toddlers. They deserve a normal childhood after the trauma they've experienced.
