Yes and other countries should shoulder that burden. Demographic re-engineering is not the solution & even if you're morally okay with it, the US will never accept this

Have you seen any other countries who are willing to accept 1-2 million Syrian refugees? US certainly not :) Maybe you heard about Turkish nationalist claiming that the Syrian refugees are demographic engineering. My point is clear: Better to have Syrians inside Syria then not.

Turkey has been the most generous host of Syrian refugees and should not shoulder the burden alone. But this is solving a problem through a massive breach of international law. If you care about Syrians, you will not want to repeat the Efrîn scenario.
