(feature) Enforce CREATE_COMMENT permission flag

Users can only create comments when their permissions role returns the CREATE_COMMENT flag

This will be: Activities they own Open Channels Open Groups Moderated channels they are subscribed to Closed channels they are subscribed to Moderated groups they are subscribed to Closed groups they are subscribed to
