(feature) Enable channel owners and admins to appoint new admins and moderators
Channels need the ability to mark users as admins, moderators
Using the new permission scheme, roles with the ability to APPOINT_ADMIN and APPOINT_MODERATOR need to be able to select them on the channel subscribers page
