    Big story in Russia, today: Kremlin plans to cut civil service by 15%, increasing wages for those remaining, while saving $1.5bn annually, within 2 years. A big deal in a country where the state plays an outsize role as an employer, by European standards.

    Health warning: the vote in Crimea’s Sevastopol didn’t go to liberals or pro-Ukrainians. Instead went to Nationalist LDPR (18%) & the Communists (also 18%), who broadly think Putin’s too soft on Ukraine. Meanwhile (centre-left) Just Russia got 8% & the Party of Pensioners 6%.
