    مرحلة عودة الشرعية إلى عدن ستكون مُختلفة عن مرحلة ما قبل إخراجها منها. والشرعية ما بعد عودتها لعدن ستكون أقوى من الشرعية ما قبل إخراجها منها، والمشروع الانفصالي ما بعد إخراجه من عدن سيكون أضعف من المشروع الانفصالي ما قبل سيطرته عليها. ما يجري ليس إعادة لوضع سابق بل تحول جديد.
