(bug): Diagnostics tool re-initializing on every tick

Testing

Load sandbox site
Press Shift+Esc, then order by CPU usage.
Open DevTools. Look (or filter) for a console message starting with Diagnostics ID. Should contain your GUID (or null if logged out).
Log out (or log in with an user)
Look for another Diagnostics ID message.
Log out (or log in with another user)
Look for another Diagnostics ID message.
Ensure CPU usage for Minds tab is not excessive (e.g. 100% constantly. There might be spikes, but high usage should not be constant).
