        He is the type of manager that when he disagrees with you rather than talk to you in a 1:1. Instead, He will go to your manager because "I am to busy to talk to you" but he is not busy to talk with managers ;)

        TL;DR: Don't work for him. He is a top down manager that doesn't care about you. You are just a tool for him to get promoted.
