(bug): Inconsistent fullscreen video control behavior
After feature flag fix #1761 (closed) , noticed some issues with fullscreen videos.
Firefox 68.0.2 on Mac: in media page and modal, can't see video controls
Safari 12.1.1: in modal, browser isn't recognizing that it's in fullscreen so the full screen toggle buttons aren't working and weird things happen when you click them
