Compared with heavier CATSAA sanctions that would target
#Turkey's economy, indeed the current situation has turned out to be better than expected. The F-35 expulsion is yet to be fully materialised and until that is the case, everything is still part of a bigger negotiation. -
In the sense that if you shot yourself in the foot but you were still able to walk afterwards and the doctor said your foot might heal you could say it paid off because it turned out better than expected :)

Thats the thing - i did not call it a win. It is a bet that paid off, in making it slightly less of a disaster, and with a big caveat of 'for now'.
