Isn't this strange? If China accepted Jewish refugees in Shanghai before Japanese troops come, then why China registered identities of the refugees in the registration form written in Japanese, and needed approval of a Japanese called 莫根 for each form?

This document is written not in Chinese, but in Japanese. Please look at “Occupation or Ability”. In the middle of the sentence, you could see “又ハ”. This is “or’ in Japanese. “ハ” is a Katakana letter. I hope a news agency should be precise in contents.
