I think what they mean is of 10,000 ISIS fighters estimated held, 2,000 are not from Iraq/Syria. Of those 2,000 a total of 800 come from European countries, of which 450 from France. 1,200 are not from Europe, and not from Syria/Iraq. That's how it's supposed to be divided.
