The issue here is that there is a necessity to deal with HTS in any final status agreement. To dismantle the organisation would be a lot more effort than any actor would be willing to so or even attempt considering how entrenched the organisation is in Idlib.

Hence, as HTS understand this as well, there has been a long-term rebranding of the organisation as just another Islamist organisation.
