(bug): group owners cannot delete a group unless there are no other members
Summary
Group owners are unable to delete a group they own, unless the group has no other members.
Steps to reproduce
- Create a group or go to a group you own with 2+ members
- Delete the group and confirm
- Group does not get deleted
Expected Behavior
Group owners should be able to delete a group they own at any time.

We introduced this because users complained they could delete a group with lots a members. Not sure if we should roll that change back.
