the story follows a young girl in the first year the law is implemented, her father tells her not to cause trouble so she obediently strips off in school. a muslim girl gets punished for not stripping due to religious reasons.
later she gets called away to take part in an experiment, she's matched with a young boy and put in a room with lots of toys; they have fun
later turns out the boy's father wants him to have an early start in sex ed, and is willing to pay. the girl's family is poor, and accepts, on the condition that among the toys would be BDSM stuff, but the boy must not use them.
since he didn't, they're allowed to get together
