2 : وهي التي تسعى الولايات المتحدة لتوجيهها بشكل صريح لتركيا , الدولة الطامحة بمنطقة شرق الفرات سواء بشكل كامل أو بشكل جزئي , فرسالة الأميركان للأتراك أنه لا يمكن الدخول عسكرياََ لتلك المنطقة , بحيث أن الطموحات التركية في منطقة شرق الفرات - بدأت تتضائل -

ودليل ذلك اللقاءات المكثفة مع الوسط الاجتماعي المحلي العشائر ومن تعتقد الولايات المتحدة أنهم مؤثرون في المنطقة , بالإضافة للقاءات لربما تعقد لاحقاََ حتى مع أشخاص من ذات المنطقة يقيمون في خارج المنطقة

التي حتماََ سوف يتبعها حتماََ عملية الحوكمة وإدارة تلك المنطقة , فالولايات المتحدة تبحث عن نماذج وحتى عن مقترحات جدية لإدارة تلك المنطقة, ودليل ذلك اللقاءات المكثفة مع الوسط الاجتماعي المحلي #العشائر ومن تعتقد الولايات المتحدة أنهم مؤثرون في المنطقة ,
