(bug): Need to figure out some way to queue shuffle for onchain boost requests

Summary

If we are not limiting onchain boosts directly, we should find a way to stop them grouping together in the admin queue. Ideally only 3-5 onchain boosts per user should be in the admin queue OR running at any given time - in this case it would be best that the excess boosts were added to the queue upon a boosts resolution.
