生活に困窮し、住居を自力で確保できない場合、当人の意思に基づいて施設を提供するとかであればまだわかるのですが、この書き方だと、どう読んでも生活保護受給時点で即入居としか読めないので、憲法で保証されている居住移転の自由と完全に抵触すると思います。
