Hardly illegitimate. UN recognized & the UK High Court issued a ruling on Thursday 14 February 2019 confirming that the Faiez Serraj-led Presidency Council and the Government of National Accord are the legitimate government of Libya and the executive authority of the country.

A UN-recognized regime may still be unqualified to run the affairs of Libya. It's up to the people of Libya to decide who should be their ruler, it shouldn't be decided by the UN.
