Kurds have complete power in the region so it's their responsibility to provide security. So blaming Arabs makes no sense.

That's an extremely simplistic argument. So when ISIS came out of the desert in & attacked the Druze, Assad nominally controlled that territory, so were the civilians deaths his fault?
