The key is to get the labels in so people know what the icons mean, but to not make it look over-crowded. The mockup seems a bit over-crowded to me still, so spacing is key here.

The settings COG could probably be moved somewhere else, it is taking up a lot of space and the only reason for it is to let users opt-in to NSFW. perhaps that can just move into the actual settings.

I suspect there may be some changes in #1331 regarding the settings icons placement - as a result I'll put this on hold until I hear back from that issue.

I agree with @jotto141 and think that the inclusion of the visible lables does make this UI segment look overly crowded and would recommend that any text labels should be included as standard mouse hovering elements (ie. html alt-text tag styled hover element).
