(feat): break up hashtag panel into "Preferred Hashtags" and "Suggested / Trending Hashtags"

Goal

Provide more differentiation between Preferred Hashtags, Suggested Hashtags and Trending Hashtags.

@markeharding this is probably the only other change for the Discovery/Canary stuff that we got a lot of feedback on --- open to different ways of doing it but think we need to more clearly separate which hashtags are Preferred, which are Suggested, and which are Trending
