  12. Unclear whether evidence suffices for US & friends to consider punitive action (esp. considering few casualties and HTS factor). Nonetheless, the attack demonstrates the regime's persistent intent to use any and all weapons in its arsenal. More to be expected.

    8 years, 8 bloody years of Syria’s war and you think you’ve seen it all, all the misery and death and hopelessness, and then you see a video of a fighter dying, half of his body is gone but he’s conscious with his friend crying & screaming, his cries are the last thing he heared.
