What is the current bug behavior?
Posts and media uploaded to channels and open groups are not accessible to non-users of the site.
What is the expected correct behavior?
Make all posts in channels and open groups accessible to non-users of the site. When a non-user (or signed out user) clicks a button in a channel or open group like an upvote button, downvote button, comment button, remind button, post options button, etc. then prompt a sign in.

@markeharding why is this triage? many users complaining about being unable to access channels or content from logged out. We have always allowed this, why did it change? I fully support allowing channels to be visible from logged out...

Groups are being caught by the ACL controls which we can relax if public, but I was unable to replicate any issues with channel or channel content that hasn't been marked as unlisted.

Channels is a different issue to group content, caused by onboarding check firing when logged out (fix here: 9632a69c).

Cool. I think public groups should be visible from logged out in addition to channels.
