  インターネットでの視聴を可能とした場合、将来的に有料化する目論見は理解出来ましたが、インターネットは通信インフラですので法律で有料化を定めたとしても、通信の秘密を侵害する様な料金徴収は不可能だと思いますが、いかがでしょうか？
