it's the idea erdogan and turkish media trying to sell but truth is another story.we've seen this http://before.as soon as turkey approaches US russia threaten to attack idlib or ask them to hand over afrin to regime.cutting a deal with both of them is impoessible.
Russia is happy with Turkey's decision to launch an offensive east of the Euphrates and the US is happy with the Idlib peace deal, averting a humanitarian disaster. Turkey is balancing the interests of both allies while protecting the opposition and Syria's territorial integrity.

the problem with your theory is russia will never accepts turkish presence in east where they cut a deal with US and have their support.they want them to force US out of syria.that's why they are happy with the op.and US is not gonna bow in my opinion.
