    All five BRICS members have now normalized diplomatic ties to Syria. Having a chargé d'affaires in Beirut 2013-18, Brazil reopened embassy and named ambassador last year, met Assad today. India had chargé 2012-15. Russia, China, S. Africa never downgraded.
