Pelosi's calculus that impeachment isn't a mortal wound for Trump b/c it won't automatically push him out is probably correct (his base likes him when "fighting") but the key is: We've seen his ceiling. ALL of his "wins" and "good news" days didn't get his numbers above water...
...so yeah, you do an impeachment and he'll go "Okay, I'm impeached, so what?" like Clinton did and flaunt it and wave his limp dick around and the red state meth-goblins will lap it up and CNN nimrods will tut-tut it - but you'll energize the SHIT out of *your* base...
...and turn whichever candidate you nominate for 2020 into The Answer who can "finish what impeachment started with your help." And even if not, remember: GOP "lost" the Clinton impeachment - but ask Al Gore how long term that was.
