Diyanet is managed by Turkish law that says marriage is 18 so why do you make believe this is a story where there is none ?

Why does the Diyanet make statements like this? Why doesn't the Diyanet - as a governmental institution - refer to Turkish law for the age of marriage but instead issues its own 'guidance'?
