I hope this doesn't come off as a stupid question. Can one actually see a black hole or only the effects of a black hole?

That depends, do you see the stars or do you see the photons produced by the stars? The way we use the word "see" does not discriminate in that sense, but maybe this is more like seeing an aerial photo of a ships wake but not the ship? Anyway, the light is from stuff falling in.
