Outside of that, Imo, I would consider any questioning that takes place between an officer & public citizen - outside of inquiries related to a *definitive* breach of law - as unlawful harassment.

Absolutely. I can't see how they can confirm outright that no law has actively been breached or is at risk of being breached and continue to harass you in this manner. It's an abuse of power. A revolting, unacceptable overreach.
