I think he was cornered to make this statement. But Lukashenka is a master of u-turns. He will resist with full force any anschluss.

Not the most trustworthy site, but if the quotes are correct, this makes a referendum where Belarus says "no", and Lukashenka says "Well, I tried" possible. He off course controls the counting of the voteshttps://www.stalkerzone.org/lukashenko-made-a-statement-about-the-possible-unification-of-belarus-and-russia/ …

Sounds like a plan!
#Belarus -
Nobody should get drunk on cold water: before Crimea had to ”accede” in the Russian Federative Republic, it had to be occupied & softly annexed, beforehand. Do any of you rule out this possibility for Lukashenko's fief, surrounded (mostly) by Kremlin drones?

Lukashenko wants to be a president of a country. That is only possible if Belarus is a country. He aint trading being president to being governor of some russia territory.
