As withdrawal has shown to be slower and more complicated, it will affect negotiations and demands. This semantic change is in no way binding. If an international safe zone will be established for example, I doubt SDC would want anything less than autonomy.

To repeat again, the difference between a 'federation' and 'autonomous' region or administration is not semantics. It is real. What is semantics is describing the federation in KRI as "semi-autonomous region" as many journalists still do.

My point is that these are semantics as far as negotiations are considered. It's not binding. How strong their demands for Damascus is, will depend on the situation on the ground. And the situations is very fluid.

Before Trump decision, SDF demanded to remain a separate entity in a federation in negotiations with Damascus. Now, the talks revolve around how to establish an autonomous administration and how to incorporate SDF into SAA. The massive concession went without notice and comment.
