    كان الأولى أن تتحلى موازنة 2019 بأعلى درجة من المسؤولية في مقاربتها لمسألة الخدمات في البصرة والاعمار في المدن المحررة، والبطالة والفقر في عموم العراق، وان مثل هذه الأمور لا يكفي أن يتم التحدث بها عبر تصريحات إعلامية حماسية، بل عبر اقصى درجة من المسؤولية وأحترام إرادة الشعب.
