Sex offenders are a problem in the usa because an 18 dated a 17 year old and have to carry that label. Sexual roleplay or images with a minor also carries penalties. Its a thing, it isnt just about consenting to sex. Its why all kids here are taught to not sext.

I've never sexted per say, however, I do make jokes about sex a lot, typically it's not about actually doing it, but things like calling someone gay for saying something gay and sexual or calling someone a bottom as a joke and that's not flirting with them.

Its going to be a long time before joking about sex isnt seen as flirting in disguise. It is how people got comfortable to talk about it, or actually figure out if it was safe to be lgbt in a given environment. Bottoms are quite the meme material for it too. People love bottoms.
