Yes I believe so. They've been coming wearing like this for several months. Plus, I don't think covert operatives would want to draw to themselves all this attention.. military uniforms, holding phone cameras in broad daylight.

They were dressed as civilians and posing as media observers, covertly filming the demonstration. However, these physically fit, military age White men arrived in a Russian-manufactured, Russian military truck, a Ural-4320.
