Make no mistake. The guy is called "Sheikh Mujahid", a title reserved to top ranking commanders of the Islamic State. Abu Bakr al Baghdadi sent him to Sirte, together with Abul Mughirah al Qahtani (the Wali, killed) and Abu Muaz al Tikriti (aka Abdul Qader al Nadji, current Wali)

So, the most important religious figure of the Islamic State in Libya (killed) was in Raqqa during the Ramadan. It means between June 28 and July 28 2014, because the year before Raqqa wasn't under the control of the Islamic State and in summer 2014 he was dispatched to Libya.

Agreed with the OP's opinion, most of the kit is Block I/PR era and wouldn't be used on current US SOF issued team firearms. I can't specify exact barrel length from the picture so won't comment beyond saying there are tons of 10.3" bbl downrange. I'd wager Iraqi SOF leakage.
